    "content": " I agree with the Members and share their sympathy. If you are keen, you will notice that the State Department had lost Ksh98 million from the National Treasury. So, what we did as a Committee, as I mentioned earlier, is that we re-allocated Ksh100 million from the Ministry of Defence in its favour. The net effect is it got back its Ksh98 million and an additional Ksh1 million. So, that balances this."
