When we passed the contentious Finance Bill this year, we had the impression that the money meant for housing levy was going to be ring fenced and it will not be appropriated to any other activity. With the reduction from Ksh80 billion to Ksh74 billion, are you reneging from the undertaking you gave at that particular time? We need that clarification."
