This addition of the Ksh80 billion is because – if you can remember – the passage of the budget was done before we started collecting the housing levy. Now that we are collecting this housing levy, it is going to the Consolidated Fund. We did an amendment in the Committee of the whole House during the passage of the Finance Bill and we ring fenced it and said that the money cannot be spent for any other purpose but affordable housing. We are adding the Ksh80 billion to the State Department of Housing and Urban Development for those particular programmes of Housing and Urban Development because we have started collecting these funds of housing levy now."
