    "content": "Madam Temporary Deputy Speaker, finally, I would like to talk about the CDF which is an important planning tool and policy that has been put in place by the Government and has been on for some time. I believe that the amount of 2.5 per cent should be considered for increment. In fact, I would like to say that the Kazi Kwa Vijana programme which has been allocated about Kshs15 billion, would serve the interests of the youth better if the money was channeled through the CDF."
