    "content": "Finally, Mr. Temporary Deputy Speaker, Sir, we would request the Ministry to consider some of the requirements in the Constituencies Development Fund (CDF). For instance, we are talking about the Cabinet meeting yesterday which deliberated on the current situation in the country and came up with unprecedented measures to ensure that certain sectors like the Military and the National Youth Service (NYS) play a role to ameliorate the problem of famine. But if you look at the CDF, there is a ceiling of 15 per cent for sector allocation. If an area sees that their survival depends on food and irrigation, like what has happened in Malawi, the President, the former Secretary-General of the Common Market for East and Southern Africa (COMESA), thought outside out of the box, defied the International Monetary Fund (IMF) and the World Bank and ensured that the people of Malawi feed themselves to be able to live for tomorrow, to be healthier, productive and, therefore, create a prosperous nation."
