    "content": "The allocation to Nairobi is going to sort a real problem, but it does not mean that there are no problems elsewhere in the country. We can agree on a gentleman and lady’s agreement that we make this rotational. The need in Nairobi is real. I do not think there is any county in this country with a primary school that has 5,000 learners in one compound. I agree there is a need in Thika, but it does not negate the need in Nairobi."
