You cannot say that Nairobi City County has more school-going children than Kiambu, Kisumu, and Mombasa. I do not know why we are saying it should be rotational. Can we consider all the cities? We have Mombasa and Kisumu whose cases are almost the same. It is also the same in Thika. You cannot talk about Nairobi City only."
