    "content": "Thank you, Mr. Speaker, Sir. I take this chance to welcome the team from Busia County Assembly. I wish to comfort them that we are partners in the oversight function that the two levels play over county governments. I also give them the convenience that the County Public Finance Laws (Amendment) Bill is finally going to give assemblies the autonomy in running their funds. This has been long awaited and county assemblies have been longing for this independence. The Public Finance (Amendment) Act, has been amended by inserting the following new sections immediately after Section 109 - the most critical is that there is establishment for each county a fund to be known as the County Assembly Fund. That is good news for counties and as the Senate, we are committed to give service to counties as expected. Thank you."
