    "content": "Mr. Speaker, Sir, I rise pursuant to Standing Order No.53 (1) to seek a Statement from the Standing Committee on Finance and Budget on the pending bills accrued by the County Government of Kisumu. In the Statement, the Committee should- (1) State the number of pending bills accrued by the County Government of Kisumu during the Financial Years 2013/2014 to 2022/2023 indicating the nature of these bills and the status of their payment to date; (2) State the reasons for non-payment of pending bills at the county government; and, (3) State the amount of funds set aside by the County Government of Kisumu, for the Financial Years 2023/2024 for the payment of pending bills, stating measures put in place to ensure the prompt clearance of all pending bills accrued by the County Government.
