    "content": "On supplementary information to a Statement on the illegal diversion of staff training funds from the accounts of the Kenya Maritime Authority (KMA), at the sitting of the Senate held on Tuesday, 8th November, 2022, Sen. Mohamed Faki, MP, made a Statement on the Illegal Diversion of Staff Training Funds from the accounts of the KMA. The Committee received a response to the Statement from the Cabinet Secretary, Ministry of Mining, Blue Economy and Maritime Affairs and considered it on 28th February, 2023, where the Committee sought the following supplementary information to the Statement- a) Whether a Maritime Attaché at the Kenyan High Commission in London was appointed. b) Copies of documentation used in compliance of Section 43(1) of the Public Finance Management (PFM) Act and Regulations 48(1) of the Public Finance Management (National Government) Regulations, 2015, during the budgetary re- allocation of funds from the Staff Training Budget Vote to the establishment of the Office of the Maritime Attaché in London. c) Copies of the agreements/negotiations of KMA with shipping lines, ships and classification societies that offered free training or discounted training cost to KMA employees."
