(4) Explain whether families of persons who have lost their lives or sustained injuries arising from accidents involving cane trailers and boda boda operatives have been compensated by the sugar miller where investigations have found the miller culpable. (5) Outline plans, if any, by the Kenya National Highways Authority (KeNHA), the Kenya Rural Roads Authority (KeRRA) as well as the County Government of Homa Bay to expand local access roads and repair dilapidated sections as well as clearly mark the roads with appropriate signage. The Committee received a response to the Statement from the Cabinet Secretary, Ministry of Roads and Transport and considered it on Thursday, 27th April, 2023. The Committee resolved and sought the following supplementary information- (1) Data on the accidents that have occurred in Ndhiwa Constituency since 1st December 2022 to 31st March, 2023 and indicate the cause of the accidents, the roads along which the accidents occurred, the owners of the vehicles involved in the accidents, the fatalities or injuries per accident and the action taken as a result of the accidents by the NTSA and the National Police Services (NPS). (2) Whether there are any applications and grants made for exemptions of load capacity by sugarcane trailers in Ndhiwa Constituency. Mr. Speaker, Sir, in response to the request by Sen. Beatrice Ogola, MP, the Committee sought and received a response to the Statement from the Cabinet Secretary, Ministry of Roads and Transport. At its sitting held on 17th October, 2023, the Committee considered the response to the Statement and found the response to be satisfactory and, therefore, concluded the Statement. Mr. Speaker, Sir, the Committee has noted with concern the high rate of deaths (over 4,500 deaths per year) arising from increased roads accidents in the country. As such, the Committee has scheduled to hold a meeting on 7th November, 2023, with the stakeholders involved in road safety awareness and sensitization so as to deliberate on actions that should be taken to reduce the number of road accidents. During consideration of responses to the above Statements, the Committee invited the Senators who requested for the Statements. Mr. Speaker, Sir, I thank you for allowing me to read this response."
