I seek your guidance first before I make my comments on whether you have ruled on the admissibility of the statements and documents laid by Sen. Sifuna to substantiate his claims on the Floor; specifically, in relation to the issue of the fertilizer subsidy. In my comments, I want to touch on that issue of fertilizer. However, I do not want the wrong impression to be created that I am commenting on a matter that you have not made a ruling on."
