You have directed that we restrict our argument, reasoning, and presentation within the confines of the State of the Nation Address by the President. I request the table office to provide the speech both in soft and hard copies to Members so that they restrict their contribution to the Address. Is it in order for Sen. (Dr.) Oburu – the youth leader – to mislead the House and defer your ruling? I request that you exercise Standing Order No.121 on disorderly conduct and throw out Sen. (Dr.) Oburu."
