It can only be to a point where the Senate Business Committee (SBC) has agreed to adjourn or defer questions. Otherwise, all Cabinet Secretaries who are required to respond to Questions are supposed to appear unless it has otherwise been accepted by the SBC. In this case we had only received this communication from the Cabinet Secretary for National Treasury as to his official engagement outside. The other Cabinet Secretaries were meant to appear, including the Cabinet Secretary for Roads and Transport who was to appear at 11.00 a.m. The SBC, indeed, said he must come here. The Cabinet Secretary was engaged in an assignment that Sen. Mungatana has raised. That is the reason for his delay. There is no other reason why that has been accepted by the Chair. Sen. (Dr.) Khalwale."
