    "content": "I rise pursuant to Standing Order No.(53)(1) to seek a Statement from the Standing Committee on Labour and Social Welfare on policies governing the appointment of persons in acting capacity in the Public Service sector. In the Statement, the Committee should- (1) Elucidate the specific conditions that allow for the termination of an acting appointment before a permanent appointment is done. (2) State the duration of serving in an acting capacity and outline the circumstances that would warrant an extension of the acting appointment. (3) Spell out the guidelines in place for public servants in acting roles, highlighting both acceptable practices and potential violations that may result in disciplinary actions. (4) Investigate and provide a comprehensive report on the issue at the National Health Insurance Fund (NHIF) where an officer who served as the Acting Head of the Supply Chain Department from December 2022 to June 2023 was removed from the position despite a court conservatory order suspending the withdrawal of his appointment. (5) Recommend measures to be put in place by Government institutions to prevent legal disputes between civil servants and the Government concerning acting appointments."
