"content": "Thank you, Mr. Temporary Speaker, Sir. I rise under Standing Orders No.98; 103; and 105, on responsibility for statements of fact. Even if this is a debate about the Presidential Speech, it is very unfortunate that the Senator has stated that Kenyans who want to go to university should forget it. She is alleging that yet she is fully aware that the university payment model is being refuted. Is it in order to allege that the Government is not allowing people to go to university simply because they do not have money? Two weeks ago, the Higher Education Loans Board (HELB) released money for students who are ongoing in various universities. Is she in order? Secondly, she has alleged that businesses are crossing to Tanzania. Does she have the facts to clarify her assertions? Even if you are debating on the Presidential Speech, it does not mean that you use the Floor of the House to mudsling the Government. I know it is the work of the opposition to do it but they should do it constructively and with facts. Mr. Temporary Speaker, Sir, is she in order?"
