Deputy Speaker, pursuant to Standing Order 44(2)(c), I rise to request for a Statement from the Chairperson of the Departmental Committee on Administration and Internal Affairs regarding the unfortunate killing of Ms Rachael Nyambura Munyaka, commonly known as Mama Leah, in Matunda Town, Soy Constituency. Hon. Deputy Speaker, on 4th November 2023 at around 8.00 p.m., Mama Leah was headed home after closing her business when she was knocked down by a vehicle, rolled over several times and brutally murdered by criminals. What makes the tragedy even more distressing is the proximity of the incident to Matunda Police Station located only 400 metres away, yet the officers never responded to the SOS call for help by the family of the deceased. Disturbingly, the police claim that the incident fell outside their jurisdiction since the station is situated in Kakamega County while the incident occurred in Uasin Gishu County. The family was directed to seek help from Chukura Police Post which is located five kilometres away. Further attempts by the family to secure ambulance emergency services were in vain and by the time they obtained the private means to rush the victim to St. Luke Hospital in Eldoret, she unfortunately passed on 30 minutes after admission. It is against this background that I request for a Statement from the Chairperson of the Departmental Committee on Administration and Internal Affairs on the following: 1. Why did the police officers from Matunda Police Post decline to respond to the distress call from Mama Leah’s family following her tragic killing despite being just 400 metres away from the scene of the incident? 2. Is there a policy that bars police officers from responding to incidences proximal to their station on account of being outside their administrative jurisdiction? If so, what is the rationale behind the implementation of such policy? 3. What steps are being taken to ensure that the incident is promptly investigated and perpetrators brought to justice to provide closure to the bereaved family?
