Deputy Speaker, the Departmental Committee on Defence, Intelligence and Foreign Relations is one of the Departmental Committees of the National Assembly established under Standing Order 216 whose mandate pursuant to Standing Order 216(5) includes among others, to vet and report on all appointments where the Constitution or any other law requires the National Assembly to approve except those under Standing Order 204 which is the Committee on Appointments. The subjects of the Departmental Committee on Defence, Intelligence and Foreign Relations are stated on the Second Schedule of the Standing Orders and they include among others, foreign relations, diplomatic consular services and international relations. Hon. Deputy Speaker, before I give details of the proceedings during the approval hearing for the 27 persons nominated for appointment to the office of the high commissioners, permanent representatives and ambassadors, the purpose of the vetting was to ascertain their suitability to discharge the responsibilities of the offices they have been nominated to serve in. Hon. Deputy Speaker, pursuant to Article 132(2)(e) of the Constitution as read with Sections 3 and 5 of the Public Appointment (Parliamentary Approval) Act of 2011, His Excellency the President notified the National Assembly through a letter that was dated 11th October 2023 of the nomination of the 27 persons for appointment as ambassadors and high commissioners or representatives. Hon. Deputy Speaker, your office, pursuant to Standing Order 42(1) made the Communication dated Thursday, 12th October 2023 conveying to Members of the National Assembly the Message from His Excellency the President, which subsequently referred the names of the nominees and their Curriculum Vitaes (CVs) to the Departmental Committee on Defence, Intelligence and Foreign Relations for approval hearing. While referring the matter to the Committee, you directed the Committee to undertake the vetting exercise and report to the House before or on Wednesday, 8th November 2023. Hon. Deputy Speaker, in compliance with Article 118 of the Constitution and Section 6(4) and 9 of the Public Appointment (Parliamentary Approval) Act of 2011, the Clerk of the National Assembly placed the advertisement in the print media on Saturday, 14th October 2023 informing the public of the nomination date, time, and place of the approval hearing. He also invited the public to submit memoranda by way of written statements on all affidavits on the suitability of nominees. The memoranda were received on or before Monday, 23rd October 2023. Further, the Clerk of the National Assembly wrote to the Kenya Revenue Authority (KRA), the Ethics and Anti-Corruption Commission (EACC), the Director of Criminal Investigations (DCI), the Higher Education Loans Board (HELB) and the Office of the Registrar of Political Parties seeking information on the nominees relating to their ethics and integrity, tax compliance, criminal records, higher education loan repayments, and political party affiliations. All responses were favourable except that the EACC flagged out Mr. George Macgoye, the nominee for Ambassador to Djibouti.
