    "content": "Mr. Speaker, Sir, even the Minister and the supervision staff of the Ministry of Roads or other infrastructure Ministries will have no moral authority to supervise construction work and insist on standards if contractors themselves have not been paid. Therefore, I want to appeal to the Ministry of Finance to ensure that they guarantee regular Exchequer releases to the Ministry of Roads and other infrastructure Ministries in order to assure Kenyans of speedy and timely implementation of projects."
