    "content": "Mr. Temporary Deputy Speaker, Sir, these reforms will give us chance to select which roads will be done as per the economic activity. Our people will say: “We want this access road to be done because it goes to this market centre and so on.” Finally, these reforms will also reduce the bureaucracy of selection and award of projects at the headquarters. These are very encouraging reforms. By the end of the day, we want to see how the Kenya Rural Roads Authority (KeRRA) and other authorities will take their specific roles. Before the establishment of the KeRRA, there were no projects in North Eastern Province where I come from. I am saying this because Class D and E roads and all unclassified roads in North Eastern Province have never been done in the last 45 years. I hope that the 32 per cent of the Budget which has been given to KeRRA will make a difference in North Eastern Province."
