    "content": "Yes. Actually, they indicated the reasons why these payments are made on a single day. It is because at times, the county can take two to three months or so before the funds are released to the county. During this period, officers are sent to places and the activities are going on. The county is still running. Nonetheless, on the basis that when these funds land to the county account, then those people who have incurred expenses are going to claim those expenses. The expenses might be paid in a day, for instance, five of them, when the money is available."
