    "content": "Mr. Temporary Deputy Speaker, Sir, the other issue that I would like to be properly utilized and taken care of is the management of resources across the districts. The effort to maintain rural roads through the system of the District Roads Committees (DRCs)--- We know that in the Budget, it was rescheduled to go through the Constituencies Development Fund (CDF) but the details of that have also not been outlined. It is very important that the issue is clarified. The reason why I am saying that is because I have seen much of those resources meant to go to the road maintenance in the constituency go to waste. It is not being used for road maintenance. The worst thing is that the names of the Members of Parliament are being dragged in. The Ministry is not able to reign in on the engineers and the way they are doing their work. Whereas the law is very clear about the role of Members of Parliament, committees and the DRCs, the engineers ignore the law and run the show themselves. Therefore, the percentage of resources reaching the constituency is less than 50 per cent. The rest must be going to people’s pockets. We are talking about corruption. We urge the Minister to ensure that the engineers play the role of being the consultants to assist the local communities through the Members of Parliament and the committees to do the right thing."
