    "content": "Mr. Temporary Deputy Speaker, Sir, the services that are being delivered at the district level now are a little wanting. They have become even worse after the posting of the officers to the authorities. Currently, therefore, the authorities are not operationalized but appointments have been done and delivery of services is still being done at the district level. There is a lot of corruption going on currently. There is a lot of inactivity and inefficiency apparently simply because those services will now be taken over by the authorities. So, I urge the Ministry to hasten the operationalization of the authorities."
