    "content": "The road running from Kisumu to Kakamega and Webuye has been re-carpeted. On the issue that we require Kshs3 billion in the bank for a contractor to be enlisted is misleading. That is not true. On the issue of maintenance that has been raised Maj. Sugow, I am stressing that the Ministry must incorporate the concept of maintenance of our roads, so that we do not wait until the roads are bad, then we come to work on them. Mr. Temporary Deputy Speaker, Sir, I also note what the Member of Parliament for Juja, Mr. George Thuo, has said – that in order for toll charges to be acceptable, we need to consider the possibility of sharing the proceeds. That is a good idea. I have noted it, and I will look into it. It is also a way of extending a hand of help to the neighbouring areas where toll is collected. I want to sympathise with Mr. Kivuti. He said that he is bitter. I want him to come and see me in my office. We might remove the bitterness out of his heart. I would not like him to carry misery for that long. The Bible says: “You should not be angry from morning until sundown.” So, I would want to appeal to Mr. Leny Kivuti to take up the matter with me."
