    "content": "Madam Temporary Deputy Speaker, Sir, slums have been upgraded before. I share hon. Membersâ concerns that previous slum upgrading programmes have ended up benefiting the people who live in other areas. But I want to assure them that the strategy that we have devised as a Ministry on the slum upgrading project in Kibera where we have 600 housing units will ensure that those houses are distributed fairly. These houses were meant for slum dwellers. The Ministry has worked out a programme to ensure that these houses go to slum dwellers. My Ministry has not quite taken into consideration issues of affordability. If we go in that direction, then we will end up dispossessing the slum dwellers of these houses. We are making sure that issues of affordability will take back seat when we are discussing issues of relocating the slum dwellers of these houses. So, the very poor slum dwellers are the ones who will occupy these houses."
