    "content": "Madam Temporary Deputy, the Civil Servants Housing Scheme is about four years old. We intend, if funding was available, to make it possible for every civil servant to own a house. But, even then with the little funding that we have, we are trying our best. I want to assure hon. Members that we will do our best to see to it that civil servant both in low and upper cadres have access to housing."
