    "content": "Thank you, Mr. Temporary Speaker, Sir. My question is to the counsel for the County Assembly, my good classmate. I have had to look up the meaning of coercion in the Merriam-Webster Dictionary. It speaks to the use of express or implied threats of violence or reprisal or other intimidating behavior that puts a person in immediate fear of the consequences in order to compel that person to act against his or her will. Counsel, is it the case of the Assembly that coercion only means physical coercion, that somebody has to hold your hand to sign? Is that the case that is presented by the Assembly?"
