This explanation is found from Page 394 of the letter of the County Secretary to the County Public Service Board. The County Secretary indicates that Meru Town has been overwhelmed with traffic jams making its special services such as ambulance and fire fighting get inconvenienced and with repercussions. The existing enforcement officers who are in charge of cleaning the town or ensuring that there is no traffic jam are few."
