    "content": "There is a difference between human capital and development. The Committee has given us the difference. If you look at the Human Development Index (HDI), we are marginally improving it which is a position that is now making us work hard to improve our schools. How do we raise it? We must have good schools and invest in education. If you look at the new programmes in the Competency Based Curriculum (CBC), they are definitely asking us to invest more money. If you hear the Departmental Committee on Education asking for more money to make sure that education is accommodated in the Budget, this is an area which we must emphasise on. The Report says that the use of family planning has improved. We have moved on from the initial lower percentage of 39 per cent in 2014 to the current standing of 58 per cent. That acceptability does not mean that when you do family planning, you do not have children; it means you only have children at the right time and size that you can manage. If you also look at the issues which the Committee has highlighted in terms of marriage, there is a tendency that in a marriage, at least, for every first marriage, there is a likely increase of 0.6 per cent in terms of the years for both male and female during the last decade. This means there is very low uptake or acceptability…"
