    "content": "There should also be motivation for best practice. We have seen in the past good traffic policemen being awarded for good practice. I remember one in the eastern part of Nairobi being given awards by a non-profit organization, the Kenya Human Rights Commission (KHRC). We need to have a motivation system for good companies that are not causing a lot of accidents; that have the best drivers and conductors and best practice investors. That can be done. It will motivate good officers and ensure that they are rewarded."
