    "content": "Mr. Temporary Deputy Speaker, Sir, we have taken care of many things that depend on each other. For example, we have been talking of developing Dongo Kundu and making it a free port in Mombasa and the second container terminal. That cannot be developed unless we do dredging. So, dredging is holding back development of Dongo Kundu into a free port and even the second container terminal. We have to do dredging first and we do not have enough funds for that. We are urging the Ministry of Finance to allocate more funds in the Supplementary Budget."
