    "content": "Mr. Speaker, Sir, the Government, itself, in its wisdom, gazetted and announced that Suba District, alongside others, was a hardship area. They promised teachers and civil servants that, as from 1st July 2010, they would start getting the hardship allowance. They even indicated the amount. So, is it in order for the Minister to mislead this House that, that is a decision they had to take, together with the union, when they had already announced and made it known to the teachers in my district that they will get a hardship allowance with effect from 1st July, 2010? Up to date, they have not done so!"
