    "content": "The Ministry had planned to revive major stalled projects that require over Kshs2 million, over and above the current Budgetary provision of Kshs1.9 billion. This means we will scale down stalled projects currently under implementation and postpone others that had been earmarked for completion this year. The consequences of under-provision in the Budget are delays in completion and triggering of huge claims from contractors, apart from paving way for escalation of building costs."
