    "content": "Mr. Temporary Deputy Speaker, Sir, my Ministry intends to construct foot bridges to create access to markets and schools in areas of difficult terrain that are often cut off by rivers, streams and valleys. This will impact on the lives of poor people, especially women and school children in rural and slum area, who have been using logs placed precariously across rivers and streams to cross to schools, market centres or hospitals. We know many cases of people who have lost their lives while trying to cross such precarious and dangerous areas."
