    "content": "Thank you, Mr. Speaker, Sir. I am having a little difficulty with the Minister’s answer. Issues raised in respect of Suba affect Mbita because they formed one district before they were split into two. The reason I am having difficulty is because if the road is bad and a public servant uses it, it does not change to become soft and neither does it change when a teacher uses it to become harder and vice versa. So, the policy the Minister is adopting is unconstitutional and discriminatory. My question is; what will he do to comply with the Constitution so that he can treat people the same way? Suba and Mbita districts are always treated in a discriminatory manner. That is why hon. Mbadi is annoyed. Today, when we met as the CIOC, I saw a map of the arid and semi arid areas and Suba and Mbita are excluded in that and yet they are semi arid. Why are we being treated differently?"
