    "content": "Mr. Speaker, Sir, it just happens to be the law that remuneration for the unionisable Members of KNUT is negotiated periodically. That is the law and they quoted the law to us. Otherwise, we would have directed all public servants to get the same allowances in the same areas. But the teachers said that we could not do so because the law empowered them, through a collective bargaining process, to change their remuneration and benefits. Until that law is changed, we cannot dictate to teachers to accept our proposals."
