"content": "Thank you, Mr. Temporary Deputy Speaker, Sir, for giving me this opportunity to also support this very important Motion. I just want to join hands with the previous speakers, in supporting the Ministers for the splendid job they are doing. However, I also want to blow some hot air on the projects that are not being done well. Mr. Temporary Deputy Speaker, Sir, I rise here to complain because I was very annoyed when I visited my constituency and found that a laboratory in a secondary school which was being built using Constituencies Development Fund (CDF) money was certified by the Ministry of Public Works. The architect who drew and certified the laboratory and took Kshs1,000 for every visit he made to the school--- Although the building is not complete, the floor is already dilapidated and choky. It is hardly a year since the laboratory was built but it is wearing out. In fact, the structure is almost coming down. I want to quote Hammurabi the law giver. This is history I learnt in Class Five and have not forgotten. He said; âIf a builder builds a house and kills the owner, he shall also be killed.â I do not think we want to kill anybody here. I recommend our good Minister. Maybe, our Ministers have inherited the bad culture of the officers who visit sites but do not even stay there for five minutes. Although the officers visit the sites even when they have not been invited, they are paid Kshs1,000 for every visit."
