    "content": "Thank you, Mr. Speaker, Sir. I appreciate what the Kenya Kwanza Government is doing in terms of the Universal Health Care (UHC). Thank you, Cabinet Secretary for that elaborate answer to the Question. Fully aware that health is a devolved function, I would love to hear you talk about capacity building within county governments, so that they are able to undertake those functions that are devolved. Further to that, I would like the Cabinet Secretary to tell us what the Ministry is doing in terms of policy, about the increasing number of cases of mental health disorders. This disorder is especially among the adolescents and Nyeri County is among the leading counties in cases of suicide by men. We feel that this issue must be addressed both at policy and infrastructure development level. Thank you."
