    "content": "Thank you, Mr. Speaker, Sir, for this opportunity. I thank the Cabinet Secretary for her presentation, although I am not fully satisfied. On Friday, I had a first-hand encounter with some of the CHPs in Ekerenyo Sub- County Hospital. Looking at them, on issues to do with mental health, I need the Ministry of Health to come out clear on what policy or interventions they have on issues to do with informed consent. This is because, most of the time, we assume that people with mental health issues cannot make decisions on their own. First interventions we have seen; we have had decisions made on their behalf by their guardians or parents. I really need the Cabinet Secretary to come out and highlight what deliberate interventions you are making. This is because I do not think the CHP I saw will have capacity to deal with the issue of mental health as it is in society right now. Thank you."
