    "content": "Thank you, Mr. Temporary Speaker, Sir, for the opportunity. I thank my Chairperson of the Standing Committee on Energy, Sen. Wamatinga, for bringing this very important Motion. This Motion is important because it affects our youth. The youth are the future of this country. Therefore, when you have issues, which are making the youths go into abyss, and almost bankrupt, you are ruining the future of our country and not only of the youth. I know that the interest rates in this country are very high. The reason why they are high is because the Government is also borrowing from the market. It is borrowing at very high interest rates. The Credit Reference Bureau (CRB) rate which the Government uses to borrow money from the money market in the local market is 14-15 percent. It is more attractive for the banks, and the microfinance institutions to buy those Treasury Bills and Treasury Bonds comfortably because it is more secure than lending money to"
