Members, pursuant to Standing Order 41(1) of the National Assembly Orders, I wish to report to the House that on Wednesday, 25th October 2023, I received three Messages from the Senate regarding the passage of the following Bills: 1. The Learners with Disabilities Bill, (Senate Bills No.4 of 2023); 2. The Equalisation Fund (Administration) Bill, (Senate Bills No.14 of 2023); and, 3. The County Governments Additional Allocations Bill, (National Assembly Bill No.23 of 2023). Hon. Members, the first Message relates to the passage of the Learners with Disabilities Bill, (Senate Bills No.4 of 2023) published vide Kenya Gazette Supplement No.77 of 24th May 2023. The said Bill seeks to provide for the education of learners with disabilities and the conduct of educational institutions for learners with disabilities. The Message conveys that on Tuesday, 12th October 2023, the Senate considered and passed the Learners with Disabilities Bill, (Senate Bills No.4 of 2023), with amendments. Hon. Members, the second Message relates to the passage of the Equalization Fund (Administration) Bill, (Senate Bill No.14 of 2023), published vide Kenya Gazette Supplement No.44 of 12th April 2023. The Bill seeks to provide for the administration structures for the management of the Equalisation Fund and to establish an Advisory Board. The Message conveys that on Tuesday, 12th October 2023, the Senate considered and passed the Equalisation Fund (Administration) Bill, (Senate Bills No.14 of 2023), with amendments. Hon. Members, the third Message relates to the passage of the County Governments Additional Allocations Bill, (National Assembly Bill No.23 of 2023). The Bill was published vide Kenya Gazette Supplement No.77 of 24th May 2023. It seeks to provide for additional allocations to county governments for the 2023/2024 Financial Year and the responsibilities of the national Government and county governments pursuant to such allocation. The Message conveys that on Tuesday, 12th October 2023, the Senate considered and passed the County Governments Additional Allocations Bill, (National Assembly Bill No.23 of 2023), with amendments. Having considered and passed the two Senate Bills, the Senate now seeks the concurrence of the National Assembly on each of the Bills pursuant to Articles 110 and 111 of the Constitution and Standing Orders 46(1) and 116 of the Senate Standing Orders.
