"content": "Article 119 of the Constitution accords any person the right to petition Parliament to consider any matter within its authority, including petitioning the House to enact, amend, or repeal any legislation. Further, Standing Order 225(2)(b) requires the Speaker to report to the House any petitions other than those presented by a Member. In this regard, I wish to report to the House that my Office has received a Petition from one Charles Ochola Osango of ID No.6056427 and P.O. Box 18671-00100, Nairobi, being the Chairperson of the Kenyan Society of Geophysical Professionals (KSGP). The Petitioner calls for the intervention of this House to enact legislation to regulate the geophysical profession. The Petitioner avers that the geophysics field plays a crucial role in various sectors, including natural resource exploration, environmental assessment, infrastructure development and disaster management. That, as there increases demand for geophysical services, there is a need for a comprehensive legislative framework for the profession to ensure competence, accountability and ethical conduct amongst the practitioners. The Petitioner states that the proposed piece of legislation outlines key provisions, among them is the establishment of the institute of geophysical professionals as a regulatory body. The Petitioner also proposes to define geophysical practice, licensing and registration, as well as professional development needs. The Petitioner avers that the proposed legislation will enhance the quality of services, strengthen consumer protection and promote Kenya as a world-class tourist destination.
