Let me begin by thanking the Deputy Leader of the Majority Party and the Deputy Leader of the Minority Party for moving and seconding this Bill on my behalf and the Leader of the Minority Party respectively. As stated, the Leader of the Minority Party and myself co-sponsored the Bill. It is a consequence of the work done by an ad hoc Committee of this House formed to look at the issues raised by the court. The Deputy Leader of the Majority Party, Hon. Owen Baya, has clearly articulated the inconsistency the Supreme Court found between this Bill, the Constitution, and the NG-CDF Act of 2015, especially on the question of principles of separation of powers and the division of functions between national and county governments.
