I greatly thank you for recognising that this Bill affects women the most, and you have now decided to allow a woman to speak on this Assisted Reproductive Technology Bill. I am very grateful to Hon. Millie Odhiambo for introducing this Bill. First, I would like to address the cultural issues surrounding this Bill. Where we come from in the Luo culture, it was very stigmatising and a big problem when there was lack of a child in marriage. As said by one Member, it also happens in other countries and cultures, but in the Luo culture, it was always assumed or presumed that the woman could not bear the child and, therefore, the burden of proof remained with the women.
