    "content": "Mr. Speaker, Sir, on the issue of discrimination, I explained that there is a criteria used and approved by the Ministry of State for Planning, National Development and Vision 2030, to determine the hardshipness in particular areas. It is on the basis of that criterion which applies throughout the country that they will be classified as extreme hardship areas and others as moderate hardship areas. The criterion is not discriminatory. It applies across the board. However, the results approve some areas for this facility and not others."
