Odhiambo-Mabona, who has insisted that the Minister or the Government is discriminating against the people of Mbita as well as Suba, if that it so, then that would mean that a constitutional right of the people of Mbita and Suba is being breached. If that is so, comply with the same Constitution you are quoting as authority and file a reference in the High Court for this declaration to be issued. Thereafter, pursue remedies by way of damages including against the Ministry of State for Public Service. Proceed in that manner!"
