One of the glaring issues is the employment of the watchmen, many of whom the District Security Intelligence Committee identified as old. Secondly, it is on the fencing of those factories. It is apparent that they are saying they do not have funds to safeguard or secure their facilities. Thirdly, Hon. Karemba is asking for those facilities to be guarded by security guards. It then means the factories must be prepared to pay a stipend to those individuals who will guard them. I do not want to appear to have all the answers.
