Temporary Speaker, pursuant to the provisions of Standing Order 44(2)(c), I wish to request for a statement from the Chairperson of the Departmental Committee on Education regarding the terms of service for teachers working as interns in junior secondary schools. Concerns and grievances have been reported by teachers working as interns in junior secondary schools across the country, regarding the terms of service offered by the Government. For instance, it is reported that interns are currently being paid a stipend of Ksh17,000. In the current economic situation, this is a blatant under-payment to persons expected to actualise the new education system, which risks derailing the full implementation of the Competency Based Curriculum (CBC). This has far-reaching effects, causing emotional, psychological and financial strain on the teachers. Additionally, confirmation of the interns to permanent and pensionable terms of service needs to be expedited to ensure job security and stability of those critical personnel. It is also noted that there are currently no clerks and accountants engaged for junior secondary schools. This has created a loophole in the management and accountability of funds, resulting in deficiencies in procuring essential teaching and learning resources. The current staffing inadequacies, coupled with lack of essential learning resources, hinder effective teaching and implementation of the CBC. It is against this background that I request for a statement from the Chairperson of the Departmental Committee on Education on the following: 1. Could the Chairperson provide clarification on the timelines and process of addressing the concerns raised regarding the terms of service of intern teachers, considering that the Government is in the process of extending the contract terms of junior secondary school intern teachers for an extra year, instead of engaging them on permanent and pensionable terms?
