Temporary Speaker, pursuant to the provisions of Standing Order 44(2)(c), I wish to request for a statement from the Chairperson of the Departmental Committee on Administration and Internal Affairs regarding the disappearance of four fishermen at Watamu, Ngomeni Waters in Malindi. On Thursday, 30th November 2023, at around 3.30 p.m., four fishermen, namely, Captain Baraka, Mr Fahadi Adli, Mr Brayan and M. Baya, set sail on a boat expedition from Malindi Fisheries. The boat, which had been hired for 24 hours, was scheduled to return on Friday. Unfortunately, the fishermen failed to return as planned, and the boat owner reported the incident to Ngomeni Police Station on Saturday. Subsequently, the Chairperson of the Shella Beach Management Unit (BMU) was informed, and local fishermen initiated a search which yielded no success. This was also reported to the police on 6th December, 2023. Unfortunately, the four men have not been found to date. This unfortunate incident raises serious questions regarding the inadequacy of search and rescue operations, both in terms of human resources and equipment. The apparent lack of an effective response system for marine incidents and accidents in Malindi is a matter of concern. This situation becomes even more alarming when juxtaposed with a recent ordeal in Tana River, where a boat went missing after being deployed for food distribution. In that case, the Government acted swiftly to ensure safety for all on board, highlighting a glaring disparity in response time between incidents. It is against this background that I request for a statement from the Chairperson of the Departmental Committee on Administration and Internal Affairs on the following: 1. What are the immediate measures the Government is taking to expedite the search for the four men who have been missing to provide closure to the families? 2. Explain why there is a seeming absence of effective response systems for marine incidents in Malindi. 3. State what measures are in place to ensure the availability of sufficient human resources and equipment for search and rescue operations in maritime incidents. Thank you, Hon. Temporary Speaker."
