"content": "Thank you, Mr. Speaker, Sir, for this opportunity. I would also like to take this opportunity to welcome my colleagues back to the Senate’s Third Session. Mr. Speaker, Sir, the team that has been read out comprises of you as the Chairperson of the Senate Business Committee (SBC) and the entire team. Since we started, I have had a lot of confidence in the team you have led in the last two sessions and you have led us well as the Senate. So far, so good. Mr. Speaker, Sir, when we ended our Senate Liaison Committee retreat last week, some issues were raised by the Members that some businesses have been stalling on the Order Paper for quite some time. As the SBC in this Session, we will look at the possibility of dispensing those Bills and Motions, so that we be able to plan. In the last two Sessions, we have been taking a lot of time on the Statements. As one of your panelists, we will look for the best way we can to dispense some of these businesses. Mr. Speaker, Sir, devolution is here with us and it is here to stay. My colleague Senators, I wish that for any issues coming from the counties, we take time to critically look at it as raised by MCAs. Like now the issue in Kisii, let us approach issues on devolution with a very sober mind. Let us analyse the issues brought to this House in a bipartisan way and in a way that will promote devolution in our counties and make sure that counties work because there are many issues in different counties and we need to move with speed. I also want to encourage the Standing Committee on Devolution and Intergovernmental Relations to be very active. We need to look at the matters that are"
